Why the records matter
The tenant asks; the clock is yours.
Since 2022, covers go to the units that ask for them in writing. What the owner owes is the notice every January, the covers within 30 days of each request, and five years of proof.
The annual notice, every year, to each tenant of a unit with a gas stove: HPD’s own form, a sheet of its own, not part of the lead and window guard form.
28 RCNY §55-02; HPD annual noticeFrom the tenant’s written request to covers or permanent locking knobs, the tenant’s choice. A written request is never refused, whether or not a child lives in the unit.
NYC Admin Code §27-2046.4(a), (c)The notices, the requests, the attempts and the units given covers, kept five years and produced when HPD asks. Nothing is filed and there is no fee.
28 RCNY §55-01; HPD, Stove knob coversWhat the law asks
One notice a year for the building, one answer per request.
Every multiple dwelling (three or more units) with gas stoves. Owner-occupied co-op and condo units are exempt; a co-op or condo unit rented to a tenant is not. Electric and induction stoves are outside the law.

- 01The notice, by January 16HPD’s annual notice to each tenant of a unit with a gas stove. The tenant ticks covers, permanent locking knobs or both, says whether a child under 6 lives there, and returns it to you. Keep the proof of delivery.
- 02The written requestThe returned notice with a box ticked, or any written request, starts the 30 days. A unit that never asks in writing is owed nothing beyond the notice.
- 03Covers or locking knobs in 30 daysFor each knob on the front of the gas stove, made available within 30 days of the request. Record the date and the device, and each attempt when you could not get in.
- 04Replacements, twice a yearUp to two replacement requests within a year are owed. Once two have been filled, a third in that year is not.
- 05When nothing fits the stoveDocumented proof that no compatible cover or locking knob exists for the stove is the exception. Keep it with the request.
- 06Five years of recordsThe notices, the requests, the attempts, and the units that got covers or knobs, kept five years and produced on HPD’s request. Nothing is filed with HPD.

Does every unit get covers?
No. Since Local Law 44 of 2022 the tenant asks in writing, on the returned notice or otherwise; a unit that never asks is owed nothing beyond the notice. A written request is never refused, child or no child.
Is the stove knob notice part of the lead and window guard form?
No. The Health Department’s combined January form covers lead paint and window guards only. HPD’s stove knob notice is its own sheet, usually sent in the same mailing, by January 16.
What does a missed request cost?
Covers not provided after a request are a class B hazardous violation: $75 to $500, plus $25 to $125 a day from the date set for correction until it is corrected. HPD allows 30 days from the notice of violation to correct it.
Does ViolationProof send the notice?
No. You send HPD’s form. ViolationProof reminds you before January 16, keeps the delivery list on the building’s file and each request and install under its unit, and counts the 30 days from each request.
