Why the records matter
The cities check the paperwork, not only the paint.
A notice you sent but can’t show counts as a notice you never sent. A certificate that lapses quietly can mean a ticket.

What each city demands, and what an audit asks for.
NYC and Cleveland in full below; Philadelphia, New York State, Rhode Island and Maryland are in the app too. Each law comes down to dated records for every unit, and an owner who can produce them when asked.
NYC Local Law 1
HPD audits at least 200 buildings a year and gives owners 45 days to produce their Local Law 1 records. A notice you sent but can’t show counts as a notice you never sent.
- 01Annual notice and the replies
- 02Lease notice and child inquiry
- 03Annual inspections
- 04XRF test results
- 05Turnover work and clearance
- 06Repairs that disturb paint

Cleveland Lead Safe Certificate
Every rental unit built before 1978 needs a Lead Safe Certificate, and each one lasts 2 years. In 2025 the city began writing civil tickets to owners without one.
- 01Rental registration
- 02Lead risk assessment
- 03Repairs and clearance
- 04Lead Safe Certificate
- 05Exemptions
Also in the app: Philadelphia, New York State, Rhode Island, Maryland
Philadelphia’s lead-safe certification, New York State’s lead rental registry, Rhode Island’s certificates of conformance and Maryland’s lead registry, with their deadlines. Units somewhere else? Pick “Another city” when you join, or email [email protected] with the city and the law you track.

How it works
From a list of units to one file per building.
- 01
Add your buildings
Address, year built and every unit. Type them in or import a CSV from your spreadsheet.
- 02
See what each unit owes
The app works out what every unit needs under your city’s law, and when. You get a reminder before each deadline.
- 03
Log it on your phone
Notices, tenant replies, visits, clearances and certificates, each with its date and the report or photo.
- 04
Hand over one file
When the city asks, download every record for a building as one PDF. For NYC, in the order HPD asks for them.

Does ViolationProof make my buildings violation-proof?
No app can, and the name means proof as in evidence. Compliance is the work: notices, inspections, repairs, testing and certificates. ViolationProof keeps the proof of each one, per unit, so you can produce it when the city asks.
Which cities does it cover?
New York City (Local Law 1) and Cleveland (Lead Safe Certificates) first, and the app already tracks Philadelphia’s lead certification, New York State’s lead rental registry, Rhode Island’s certificates of conformance and Maryland’s lead registry. Somewhere else? Pick “Another city” when you join and tell us where your units are.
Can I bring my units from a spreadsheet?
Yes. Add buildings and units by hand, or import a CSV with the addresses, year built and unit numbers from the spreadsheet you keep today.
Who does the inspections, testing and clearances?
Independent professionals, as the laws require: in NYC, an EPA-certified inspector or risk assessor for XRF testing and a third party for dust-wipe clearances; in Cleveland, an Ohio-licensed lead risk assessor. ViolationProof stores their reports under the unit. It doesn’t replace them.
What happens when HPD asks for my records?
HPD gives owners 45 days to produce their Local Law 1 records. You download the records for the building as one PDF, in the order HPD asks for them, and send it.
Can a management company use it?
Yes. One account holds every building you manage; your managers and supers sign in with their own emails, and a super only logs visits and inspections. When a building is sold or leaves your portfolio, its records stay on file to download for the buyer, and its units drop off the bill.
What does it cost?
The first 14 days are free, no card needed. Then a plan by the number of units: $9 a month for up to 10 units, $39 to 40, $99 to 120, $349 to 500; two months free when you pay yearly. Common areas and sold buildings are not counted. Over 500 units, write to us.
