For NYC landlords · Bedbug report and disclosure
The bedbug report every December, the DBB-N at every lease.
Every multiple dwelling files its bedbug history with HPD in December, shares it with tenants within 60 days, and hands every new tenant the DBB-N form. The dates and the proof sit on the building’s file, and you hear from us before the window closes.

Why the records matter
A bedbug-free building files too.
The December report is not about having bedbugs; it is about telling HPD, every year, which units did and which were treated. Zero is an answer. Not filing is a violation.
The filing window, every year, for the period November 1 to October 31: units with infestations, units treated, units re-infested. Free, through HPD’s portal; co-ops, condos and hotels file too.
NYC Admin Code §27-2018.2; HPD, BedbugsAfter filing, either a copy of the report to every tenant at each new lease and renewal, or a prominent posting in the building, with a record kept of which.
NYC Admin Code §27-2018.2(a)(6), (b)DHCR’s disclosure of the unit’s and the building’s bedbug history for the past year, to every new tenant at every vacancy lease, with DOHMH’s “Stop Bedbugs Safely” notice provided or posted.
NYC Admin Code §27-2018.1; DHCR form DBB-NWhat the law asks
One report a year for the building, one form per lease.
Every multiple dwelling (three or more units), bedbug-free or not. The annual report and its posting belong to the building; the DBB-N belongs to the unit and the lease it went with.

- 01Annual report, December 1–31Filed with HPD through its portal, for November 1 to October 31: the units with infestations, the units treated, the units re-infested. The building must be registered first. Record the date and attach the confirmation.
- 02The unit histories behind itThe owner must try to obtain each unit’s history for the year. The treatment invoices and the tenants’ answers belong in the same file as the report.
- 03Copies or a posting, within 60 daysEither a copy of the filed report to every tenant at each new lease and renewal, or a prominent posting in the building. Keep a record: the delivery list, or a dated photo of the posting.
- 04The DBB-N at every vacancy leaseDHCR’s “Notice to Tenant: Disclosure of Bedbug Infestation History”, for the unit and the building, to every new tenant. It applies to all housing under the code, not only rent-stabilized units. Keep the signed copy under the unit.
- 05“Stop Bedbugs Safely”DOHMH’s prevention notice, provided to the new tenant with the disclosure or posted in the building.
- 06Paper only for individual ownersThe portal is the normal route. An individual owner may file HPD’s paper form instead; a managing agent or a company files online.

Pre-1960 building? See Local Law 1 lead recordsDoes ViolationProof file the bedbug report for me?
No. You file it with HPD through its portal (or on paper, if you are an individual owner). ViolationProof tells you when the window opens and when it closes, keeps the confirmation and the posting record on the building’s file, and keeps each DBB-N under its unit, so you can produce them.
We have never had bedbugs. Do we still file?
Yes. Every multiple dwelling files, bedbug-free ones included; the report then says zero units. Co-ops, condos and hotels file as well, and the building has to be registered with HPD before it can.
Which form goes to a new tenant?
DHCR form DBB-N, the disclosure of the unit’s and the building’s bedbug history for the past year, at every vacancy lease, with DOHMH’s “Stop Bedbugs Safely” notice provided or posted. It applies to every building under the Housing Maintenance Code, not only rent-stabilized ones. At renewals it is the filed annual report that reaches the tenant, as a copy or a posting.
What if December passes without a report?
HPD can issue a violation for a missing report. In ViolationProof the building stays flagged as overdue until the report is on file, and a late filing is still recorded against that year.
