How to file the NYC bedbug annual report, December 2026

Every multiple dwelling in New York City (three or more units) files its bedbug history with HPD between December 1 and 31, 2026, for November 1, 2025 to October 31, 2026. Bedbug-free buildings file too. The report is four numbers, filing is free, and one login covers all your buildings.

Every vacancy lease
DHCR’s DBB-N disclosure to the new tenant: the unit’s and the building’s bedbug history for the past year.

Six steps, December 1 to 31.

  1. 1

    Check the building’s HPD registration

HPD’s bedbug portal only lets in owners and managing agents of buildings with a current HPD registration. If the registration has lapsed, renew it first.

  2. 2

Ask every unit for its history

The law asks you to try to get each unit’s bedbug history for the year; HPD asks for your best efforts. Keep the tenants’ answers and the exterminator’s invoices in the building’s file. A tenant who does not answer is no reason to skip the report.

  3. 3

    Count four numbers

For the whole building, not unit by unit: the total number of units, occupied or not and never zero; the units with an infestation in the period; the units where eradication measures were used; and of those, the units infested again afterwards.

  4. 4

File online between December 1 and 31, 2026

One login files for all your buildings, and filing is free: HPD warns that some companies charge for it. Owners registered as individuals or joint owners may use HPD’s paper form instead; corporations, LLCs, co-ops and condos must file online, or the filing is rejected as noncompliant.

  5. 5

Share the receipt with the tenants

Post HPD’s filing receipt in a prominent place within 60 days of filing, or give a copy at every new lease and renewal that starts after you file, with the Health Department’s “Stop Bedbugs Safely” guide either way. Use HPD’s receipt itself: a version you make yourself does not count.

  6. 6

    Keep the proof

The receipt, a dated photo of the posting or the list of who got a copy, the tenants’ answers and the invoices. If HPD asks, that file is your answer.

    §27-2018.2(b)

Do we file if the building never had bedbugs?

Yes. Every multiple dwelling files every year, and a bedbug-free building reports zero infested units. Co-ops, condos and hotels file too.

Do we report each unit separately?

No. The report is one set of numbers for the building: the total units, the infested, the treated, and the re-infested after treatment. The unit-by-unit answers stay in your own file.

What happens if we do not file?

HPD issues a violation to the owner for failing to file the report.

Who do we contact if the portal does not work?

HPD takes filing problems by email at [email protected].

Does ViolationProof file the report for us?

No. You file with HPD. ViolationProof reminds you before the window closes, keeps the receipt and the posting record on the building’s file, and keeps each DBB-N under its unit.

Every deadline, on file before the city asks.

Add your buildings and units, and ViolationProof reminds you before each window closes and keeps the proof per unit.
