Violation Proof

For NYC landlords · Rent stabilization

The DHCR registration by July 31, the notice at the door.

A building with rent-stabilized units registers them with DHCR every spring, gives each tenant a copy, and since January 2026 posts HPD’s notice at the entrance. The filing, the copies and the notice sit on the building’s file, with the July 31 deadline counted for you.

Why the records matter

Every spring, the rents go to DHCR.

The registration is how DHCR knows each unit’s legal rent. A missing one freezes the rent and, since 2023, can cost $500 per unit for each month.

Jul 31

The annual registration is filed April 1–July 31 in DHCR’s online system (ARRO), with each stabilized unit’s status and legal rent on April 1.

RSL §26-517(f); DHCR Operational Bulletin 2024-1
$500

Per unregistered unit for each month, after DHCR’s notice of delinquency. Until the registration is filed, no rent above the last registered rent can be collected.

RSL §26-517(e)
Jan 23, 2026

Since then every multiple dwelling with a stabilized unit posts HPD’s notice at the entrance, in English and Spanish. Missing, it is a class A violation.

NYC Admin Code §27-2104(b) (Local Law 86 of 2025)

What the law asks

One registration a year, a copy for each tenant, one sign.

Buildings with rent-stabilized units: generally six or more units built before 1974, or buildings with a tax benefit such as 421-a or J-51, and not co-ops or condos. No public list says which buildings have them, so the law is off until you switch it on.

  1. 01The annual registration, April 1–July 31Each stabilized unit’s status and legal rent on April 1, filed in DHCR’s online system for the building. DHCR’s registration receipt is conclusive proof of the filing: keep it.
  2. 02Each tenant’s copy, upon filingThe part of the registration about their unit, to each tenant then in occupancy. The law gives no day count. A certified mail receipt, the Post Office proof of mailing or the tenant’s signed receipt is conclusive proof of service.
  3. 03The notice at the entranceHPD’s notice that the building has rent-stabilized units, in English and Spanish, in the common area at the entrance, since January 23, 2026. Missing, it is a class A violation: $50 to $150, plus $25 a day after the date set for correction.
  4. 04A newly stabilized unit: 90 daysA unit or building that becomes subject, through a tax benefit or a rent-controlled unit’s vacancy, is registered within 90 days, with the tenant’s copy sent by certified mail.
  5. 05Six years of rent recordsRent records are owed for six years before the latest registration. DHCR and the courts may look at all the history there is, so keep more where you have it.
  6. 06The $20 feePer stabilized unit each year, billed by the Department of Finance on the property tax bill. Nothing is paid to DHCR.

How it works

Every unit, every deadline, every report. One file.

How do I know whether my building has stabilized units?

No public dataset says. Your DHCR rent roll (the certified rent roll in ARRO) is the strongest answer. DHCR’s building search and the Rent Guidelines Board’s lists show buildings that have registered, not which units are stabilized now.

What happens if the registration is late?

Until it is filed, no rent above the last registered rent can be collected. After DHCR’s notice of delinquency, the fine is $500 per unregistered unit for each month. Filing late ends the rent freeze from then on.

Is the HPD notice part of the DHCR registration?

No. The registration is filed with DHCR, a state agency. The notice is a city rule since January 23, 2026 (Local Law 86 of 2025): a sign at the entrance, enforced by HPD with a class A violation.

Does ViolationProof file with DHCR?

No. You or your managing agent file in DHCR’s online system. ViolationProof counts down to July 31, and keeps the receipt, the proof that each tenant got a copy, and the photo of the notice on the building’s file.
